Here is what it covers, how quotes and claims work, and who it suits.

TSM Insurance is an eSEOspace client: we work on its website and search marketing. This guide uses the company's own published information, checked on 19 October 2026, and every source is listed at the end. We don't rate or score our clients. Coverage options, staff and contact details change, so confirm them on tsminsurance.com before you rely on them. This guide is general information, not insurance, legal or tax advice; talk to a licensed agent about your own situation.

What is TSM Insurance?
TSM Insurance, which also uses the name TSM Insurance Services, is an insurance agency in Modesto, California. It does not underwrite policies itself. It works as an independent agency: its agents compare policies from several insurance companies (carriers) and place your coverage with one of them. Its FAQ page says it is "not tied to any single insurance company."
The company groups its work into three areas, the same three that appear on its home page:
- Personal: auto, home, renters, landlord, condo, umbrella, RV, boat, classic car and life insurance.
- Business: commercial property, general and business liability, commercial auto, workers' compensation, bonds, farm and ranch, professional liability (E&O), employment practices liability (EPLI), directors and officers (D&O), cyber, liquor liability and more.
- Health and benefits: individual and group health, dental, vision and life insurance, plus level-funded, self-funded and captive arrangements for employers.
Its own summary of what makes it different is "service over sales." The "Why Choose TSM" page says the agency looks for clients it can serve well rather than chasing every sale, that the president takes calls and attends client meetings himself, and that clients are welcome to stop by the office during business hours. The site lists 100 years in business, 32 employees, about 7,000 customers and clients, and 2 locations. Those are the company's own figures.
Who owns TSM Insurance?
The site names Guy Miligi as President and Owner and his father, Tony Miligi, as Chairman. The company describes itself as a local, family-owned agency.
- Guy Miligi joined the agency in 1990, according to the About page, and has overseen day-to-day operations for about 20 years. His profile page says he has more than 35 years in the industry and lists his specialties as commercial lines, personal lines and employee benefits. The "Meet Our President" page says he is a licensed insurance producer in California, Washington, Oregon, Nevada, Florida, Texas, New Jersey, Idaho, Arizona, Oklahoma, Montana and Hawaii.
- Tony Miligi joined the Powell Agency as a producer in 1975 and, with partners, bought it in 1981 to form TSM Insurance, according to the company history.
In September 2026, Insurance Journal published a viewpoint column by Guy M. Miligi on how Central Valley agencies are serving clients as some carriers pull back from writing new California property policies. TSM links to it from its About and President pages.
How long has TSM been in business?
The company dates its roots to 1928 and markets itself as 100 years in business. Its About page gives this timeline:
| Year | Event (company's account) |
|---|---|
| 1928 | Art Powell founds the Powell Agency. |
| 1975 | Tony Miligi joins the agency as a producer. |
| 1981 | Tony Miligi and partners buy the Powell Agency and form TSM Insurance. |
| 1986 | TSM buys what the site calls "Grange Insurance Company in the Central Valley" from Hedberg and Offerman. |
| 1990 | Guy Miligi joins the agency. |
| 1991 | TSM merges with Clark & Clark Insurance, owned by Randy Clark and his father, Lowell Clark. |
| 2010 | TSM acquires the Oliver Simas Agency in Manteca. |
| 2021 | TSM acquires Davis & Associates, a Stockton agency owned by Bob and Nelson Davis and Tom Chiarchianis. |
| 2023 | TSM acquires Arrowhead Insurance, with locations in Modesto and Redding. |
Several people from those earlier agencies still appear on the team page. Randy Clark is listed with the title "Attache," and Tom Chiarchianis is listed as a commercial lines agent. The Arrowhead page on TSM's site says Arrowhead's staff joined the TSM Modesto office and that the Redding location stayed open.
Is TSM Insurance legit?
People often ask this before handing an agency their policy details. Here is what can be checked:
- A state license number. Every page footer shows "CA License #0288149." California agencies and agents are licensed by the California Department of Insurance, which runs a free license number search. We could not complete an automated lookup, so check the number there yourself if it matters to you.
- Physical offices. The site publishes two street addresses: the Modesto headquarters at 1317 Oakdale Road, Suite 910, and the Redding office at 2781 Bechelli Ln.
- Named people with direct lines. The team page lists about 30 staff by name, with role, specialty, email address and direct phone number.
- A documented history. The About page names the founder, the year of each acquisition and the owners of the agencies TSM bought.
- Outside press. The president's Insurance Journal column (29 September 2026) is on an independent trade publication.
- Recognition the company lists. The President page says TSM was named "2024 Agency of the year" by the Modesto Bee. That is the company's statement; we did not find the original listing.
- Community ties. The "Giving Back" page lists 16 local charities, churches and schools the agency supports.
The site does not show a review score or count from Google or another review platform, so we have not quoted one. If outside reviews matter to you, look up the Modesto office on a map listing and ask the agency for references from a household or business like yours.
Is TSM an independent agency, and which carriers does it use?
Yes, according to its FAQ page. TSM says it shops "dozens of top-rated carriers" and is not tied to one company. That is the main difference between an independent agency and a captive agent, who can only sell one insurer's products.
On its business insurance page, under "Our Insurance Carrier Partners," the site shows logos for carriers including Capital Insurance Group (CIG), Chubb, Grange Insurance Association, Liberty Mutual, Mercury Insurance, Nationwide, The Hartford, Travelers and The Zenith. The health and benefits section has separate pages listing its medical, dental and vision providers. Which carrier is right for you depends on your risk, and carriers change their appetite over time, so ask which companies the agency will actually quote for your situation.
The FAQ page also notes that TSM, as an agent, can bind coverage (put it in force) on behalf of the carriers it represents. Ask about this if you need coverage starting on a specific date, such as a home closing or a new contract.
Personal insurance, line by line
The personal lines pages explain what each policy type covers in general terms and then invite you to request a free quote. Here is what each page covers.
| Line | What TSM's page covers |
|---|---|
| Auto | Liability, collision and comprehensive; who should carry more than the state minimum; rating factors such as driving history, mileage, vehicle, ZIP code and deductible; senior, high-risk, SR-22 and rideshare drivers; discounts (multi-policy, multi-vehicle, safe driver, good student, defensive driving, low mileage); what to do after an accident |
| Home, condo and landlord | Dwelling, other structures, personal property, liability and loss of use; actual cash value vs replacement cost; common exclusions (flood, earthquake, sewer backup without an endorsement); wildfire underwriting; FAIR Plan placement; flood through the NFIP or private insurers; earthquake through the California Earthquake Authority or private markets; first-time buyers |
| Renters | Personal property, liability, guest medical payments, additional living expenses and optional riders for special items; how to inventory your belongings |
| Umbrella | Extra liability above your home and auto limits, usually sold in $1 million increments; what affects the premium (amount of coverage, carrier rules, driving record, claims history) |
| RV | Class A, B and C motorhomes; options for full-time RVers, emergency expenses, total loss, contents and towed ATVs |
| Boat | Liability, boat, motor and trailer; runabouts, jet boats, sailboats, pontoons, houseboats, cabin cruisers and fishing boats; carrier discounts such as multiple vessels, bundling, paying in full and safety courses |
| Classic car | Policies for collectible cars based on usage, secure indoor storage and driver history |
| Life | Term life for a set period, and whole or universal life for a lifetime; choosing the amount and beneficiary |
The Modesto page adds that auto quotes consider commute vs pleasure use, mileage, garaging and young drivers, and that home quotes include a replacement cost estimate and a look at roof age and condition. The site's FAQ page also answers common questions about teen drivers, rideshare and delivery driving, MedPay, totaled cars and switching insurers without a gap in coverage.
Help with home insurance non-renewals and the FAIR Plan
This is a common reason people in California look for an independent agent. TSM's home insurance page says many carriers have limited new policies in high-risk areas, tightened underwriting and non-renewed some properties because of wildfire exposure. It says the agency helps clients with:
- FAIR Plan placement when standard carriers decline or non-renew a home. The page describes the California FAIR Plan as basic fire coverage for high-risk properties that usually needs a separate "wrap-around" or Difference in Conditions (DIC) policy for liability and other coverages.
- Replacement cost reviews, because a dwelling limit set years ago may not match today's rebuilding costs.
- Wildfire mitigation such as defensible space, roofing and fire-resistant materials, which the page says may improve insurability.
Guy Miligi's Insurance Journal column covers the same ground from an agent's side, including renewal increases his agency has seen and the work of reviewing roofs, vegetation and wildfire exposure before approaching carriers. Whether a carrier will offer you a policy, and at what price, is up to the carrier.
Business insurance, line by line
Commercial insurance is a large part of TSM's site. The business insurance page lists these coverages:
| Coverage | What it is for, as the site describes it |
|---|---|
| Business (general) liability | Claims of injury or property damage caused by your operations, products or services |
| Commercial property | Buildings, equipment and inventory |
| Business income | Lost income when a covered loss shuts you down |
| Commercial auto | Vehicles used for business; the site notes personal auto policies usually don't cover business use |
| Workers' compensation | Medical costs, lost wages and rehabilitation for injured employees; required in California once you have an employee |
| Bonds | Performance, compliance and payment guarantees for licensing or contracts |
| Professional liability (E&O) | Claims of mistakes or negligence in professional work |
| Cyber liability | Data breaches, ransomware and cyber-related lawsuits |
| EPLI | Employment claims such as wrongful termination |
| Directors & officers (D&O) | Claims against company leaders and boards |
| Liquor liability | Businesses that serve or sell alcohol |
| Farm & ranch | Farm buildings, equipment and liability |
| Contractors, restaurants, auto dealers, landlord liability | Industry packages with their own pages |
The site splits business clients by size. For small businesses it often points to a Business Owner's Policy (BOP), which bundles general liability, property and business income. For mid-sized companies it adds cyber, EPLI, commercial umbrella and higher property limits. For large businesses it lists multi-location, payroll and workers' comp, fleet, executive liability and contract exposures.
The Modesto page describes the commercial process as including a site walkthrough, help tracking certificates of insurance (COIs), a review of contracts for indemnity and additional insured requirements, and carrier selection based on financial strength and claims handling. It also mentions workers' comp safety program support and experience mod analysis.
TSM also publishes a California Business Insurance Guide and a workers' comp resource page for employers, covering who must carry comp, class codes and experience mods, premium audits and the SB 216 rule that will require every CSLB-licensed contractor to carry workers' comp from 1 January 2028.
Industries it covers
The industry page and site footer list these sectors, each with its own quote page or set of guides:
- Construction and contractors: CSLB license bonds, inland marine for tools and equipment, additional insured and waiver of subrogation requirements.
- Agriculture and farming: orchards, nut growers and dairies, farm equipment, and workers' comp for seasonal crews, H-2A workers and farm labor contractors.
- Transportation and trucking: trucking, commercial auto, hired and non-owned auto, and auto dealers.
- Healthcare: medical and dental practices, cyber, claims-made vs occurrence policies.
- Nonprofits: D&O for boards and commercial crime.
- Real estate and property management: property managers, agents' E&O and landlord liability.
- Restaurants and hospitality: restaurant packages and liquor liability.
- Retail and e-commerce, manufacturing and wholesale: product liability, crime and business income.
- Professional services, technology and startups: professional liability and combined cyber and E&O, plus pages for app developers, SaaS and IT companies.
- Education and childcare, and home-based or one-person businesses.
Health insurance and employee benefits
TSM has a separate Health & Employee Benefits section, with a team of agents and account managers who list "Life & Health/Employee Benefits" as their specialty.
- Individuals and families: the individual health page covers plans for medical visits, prescriptions and preventive care, and says choosing a plan comes down to family size, existing conditions and the balance between premiums and out-of-pocket costs.
- Small businesses: the small business page offers group health, dental, vision and life coverage, with regular plan reviews. It notes that employee count, participation levels and out-of-state staff can affect group plan options.
- Larger employers: the site lists employee benefits, dental, life and more for large businesses, and one benefits broker's profile lists level-funded, self-funded and captive plans as his specialty.
- ParetoHealth captive: TSM has a page about ParetoHealth, a captive health benefits program for employers. TSM says it suits California businesses with 50 or more employees, and that the agency coordinates the stop-loss, captive, reinsurance and third-party administrator (TPA) agreements and stays involved at renewal.
Health plan choices involve medical and financial trade-offs. This guide does not recommend any plan; talk to a licensed benefits agent and read the plan documents before you enroll.
Who works at TSM?
The team page lists staff by role and specialty. The table below shows the groups as the site lists them on 19 October 2026. People and titles change, so check the About page for the current list.
| Specialty | Staff listed on the site |
|---|---|
| Leadership | Guy Miligi (President), Tony Miligi (Chairman), Joshua Hicks (Head of Business Development) |
| Commercial lines | Bob Franceschetti, Brad Humble, Scott Montez and Tom Chiarchianis (agents); Emilie VonRotz, Kayla Oliver, Laura Konrath and Ryndee Medeiros (senior account managers); Elizabeth Beard (account manager and notary public), Maggie Will (account manager) |
| Commercial and other lines | Mark Antrim (commercial and health), Nick Antrim (commercial lines and life), Mikayla Kroeker (commercial lines and employee benefits) |
| Personal lines | Adriana Mitchell (Spanish), Velma Farinha (Portuguese and Spanish) and Katie Silva (agents); Cheyenne Elkins (senior account manager); Lindsey Bigelow (personal lines assistant) |
| Redding office | Amy Mobley and Kimberly Gardner (agents, commercial and personal lines) |
| Life, health and employee benefits | Mark Price and Robert Hicks (agents); Morgan Bennett (senior account manager); Bonnie Ring and Veronica Kaber Lewis (account managers) |
| Accounting and support | Carol Minjares (bookkeeper), Peyton Mann (accounting assistant), Randy Clark (Attache) |
Robert Hicks's profile says he has worked in insurance since 1999 and focuses on level-funded, self-funded and captive benefit plans. Most team members have a profile page with a direct email and phone number, so you can reach a specialist without going through the front desk.
Where is TSM, what areas does it serve, and when is it open?
- Modesto headquarters: 1317 Oakdale Road, Suite 910, Modesto, CA 95355. Phone (209) 524-6366. Email reception@tsminsurance.com.
- Redding office: 2781 Bechelli Ln, Redding, CA 96002. Phone (530) 221-3031.
- Hours (site footer): Monday to Friday, 8:30am to 12pm and 1pm to 5pm. Closed Saturday and Sunday. The "Why Choose TSM" page says walk-ins are welcome during office hours.
The site has location pages for Sacramento, Modesto, Oakdale, Fresno, Turlock, Manteca, Stockton, Ripon, Salida, Ceres, Escalon, Waterford, Delhi, Livingston, Atwater, Patterson and Merced. Those are areas it serves; the only street addresses it publishes are Modesto and Redding. Its FAQ page says it can write policies for clients anywhere in California, and the business insurance page says the same for businesses.
How much does TSM Insurance cost?
TSM's FAQ page says quotes and coverage reviews are free. It does not publish premiums, which is normal for an agency, because the price comes from the carrier and depends on your risk.
The site lists what drives the price for each line:
| Type | Factors TSM lists |
|---|---|
| Auto | Driving history, years of experience, annual mileage, vehicle type and value, ZIP code, claims history, limits and deductible. The page notes California restricts the use of credit scores in auto pricing. |
| Home | Wildfire exposure, construction costs, claims frequency, reinsurance costs, property age and condition, roofing materials and claims history |
| Umbrella | Amount of coverage (usually in $1 million steps), carrier rules, driving record, occupation and claims history |
| Business | Industry risk, payroll, revenue, number of employees, claims history, limits, location and type of operations |
| Group health | Employee count, participation levels and out-of-state staff (for eligibility and plan options) |
The FAQ page also gives general California price ranges for some lines. Treat those as background, not a quote. The only way to know your price is to ask for a quote with your real details.
Paying your bill: the site has a "Pay My Bill" link to an online payment portal, and the client service page says you can update billing or pay through your carrier's own site. Payment plans and methods depend on the carrier.
How getting a quote works, step by step
Based on the FAQ, contact and service pages, the process looks like this:
- Get in touch. Call the Modesto office, use the contact form (it asks whether you need personal, business or employee benefits coverage) or email your request with your current policy details.
- Coverage review. TSM says it reviews your existing coverage and asks about your situation. For a home, that can include a replacement cost estimate and roof condition; for a business, a site walkthrough and contract review.
- Carrier shopping. The agency compares carriers that will write your risk. The FAQ page says most quotes are returned within 24 hours; complex commercial or benefits cases can take longer.
- Choose and bind. You pick a policy and the agency places it with the carrier.
- Ongoing service. TSM says it handles the details after the sale, including compliance, claims, onboarding and employee support, and that it reshops policies when renewals go up significantly.
Claims, billing and client service
The site has a Claims Center with a "File a claim now" button and a page describing how it handles claims. According to that page, claims can be reported by phone, online or through your agent, and the process runs from reporting and adjuster assignment through investigation, regular updates, settlement and follow-up.
The claim decision and payment come from the insurance company that issued your policy, not from the agency. What an agency adds is help reporting the claim, gathering documents and following up with the carrier. The home and auto pages both stress reporting a claim promptly, and the auto page notes you cannot add coverage after an accident.
The client service page links to the claims center and a "Carrier Info" page for paying or contacting your carrier directly.
How it compares with other ways to buy insurance
| Option | How it works | Trade-offs |
|---|---|---|
| Independent local agency (like TSM) | Agents compare several carriers and service the policy afterward | One contact for several policies and help at claim time; choice limited to the carriers the agency is appointed with |
| Captive agent | Sells one insurer's products | Deep knowledge of one company; no comparison if that insurer declines you or raises your rate |
| Buying direct online or by phone | You choose coverage yourself with the insurer | Fast for simple needs; you handle coverage choices, changes and claims yourself |
| Large national brokerage | Big teams, often focused on large commercial and benefits accounts | Wide resources; may be less focused on small households and small businesses |
| California FAIR Plan | Insurer of last resort for property | Basic fire coverage only; usually needs a separate DIC policy, which an agent can help arrange |
Who it suits, and who should look elsewhere
A good fit if you…
- Live or run a business in the Central Valley or the Redding area and want a local office you can visit.
- Want home, auto and business policies handled by one agency.
- Were non-renewed or declined for home insurance and need help with options such as the FAIR Plan.
- Run a farm, dairy, contracting, trucking, restaurant or other business with industry-specific requirements.
- Are an employer looking at group health, level-funded or captive benefits (the ParetoHealth page targets 50 or more employees).
- Prefer service in Spanish or Portuguese.
Look elsewhere if you…
- Want to see prices and buy instantly online without talking to anyone.
- Need to reach an agent on weekends or in the evening; the office is open weekdays only.
- Want a carrier that TSM does not represent; ask first.
- Live outside California. Guy Miligi lists licenses in other states, but the agency's site focuses on California clients.
Questions to ask before you switch
- Which carriers will you quote for my home, car or business, and why those?
- Who will be my day-to-day contact, and what is their direct line?
- Will my new coverage start the same day my old policy ends, so there is no gap?
- For my home: what dwelling limit do you recommend, and is it replacement cost?
- Do I need separate flood, earthquake or DIC coverage?
- For my business: how are my workers' comp class codes and experience mod set, and what happens at audit?
- Do any of my contracts require additional insured, primary and non-contributory or waiver of subrogation wording?
- How do I report a claim after hours?
- Does the agency charge any broker or policy fee on top of the carrier premium?
How to get started
- Gather your current declarations pages (home, auto, business or benefits) and renewal notices.
- Call (209) 524-6366 for Modesto or (530) 221-3031 for Redding, or send the contact form.
- If you already know which specialist you need, pick them from the team list and use their direct line.
- Compare the quotes you get on coverage and limits, not just price.
Terms you'll see on the site
- Independent agency: an agency that can place coverage with several insurance companies.
- Carrier: the insurance company that issues the policy and pays claims.
- Bind: to put coverage in force.
- Personal lines / commercial lines: insurance for individuals and households vs insurance for businesses.
- BOP: a Business Owner's Policy bundling general liability, property and business income.
- EPLI: Employment Practices Liability Insurance.
- D&O: Directors and Officers insurance.
- E&O: Errors and Omissions, also called professional liability.
- Experience mod: a workers' comp factor based on your claims history compared with similar businesses.

- FAIR Plan: California's property insurer of last resort, offering basic fire coverage.
- DIC: a Difference in Conditions policy that fills gaps in FAIR Plan coverage.
- SR-22: a state filing proving a driver carries required insurance; not a policy itself.
- Level-funded / self-funded / captive: ways for employers to fund health benefits other than a fully insured group plan.
