Pick Microsoft Copilot if your company lives in Microsoft 365 and wants MCP tools inside agents that IT or developers build and deploy. Pick Claude if you want individual users or small teams to connect an MCP server themselves in a few minutes. The two products approach MCP from opposite ends: Microsoft wraps MCP in agents, while Claude exposes it directly to each user as a "connector."
MCP (Model Context Protocol) is the open standard that lets AI apps call outside tools and data through "servers." "Microsoft Copilot" covers several products. This article compares the two business ones that document MCP, Microsoft 365 Copilot and Copilot Studio, with Anthropic's Claude apps. GitHub Copilot in VS Code also supports MCP, and we cover it separately in our VS Code and GitHub MCP guide.
Checked against: Microsoft Copilot Studio MCP docs, Microsoft 365 Copilot MCP plugin docs and Anthropic's custom connector guide on 28 October 2026. eSEOspace did not test either product.
Key Takeaways
- Copilot Studio connects agents to MCP servers through an onboarding wizard, supports MCP tools and resources, and requires generative orchestration.
- Microsoft 365 Copilot reaches MCP servers through declarative agents built with the Microsoft 365 Agents Toolkit in VS Code.
- Claude users add an MCP server by URL in Customize > Connectors, on every plan from Free (one connector) to Enterprise.
- Copilot Studio supports only the Streamable HTTP transport and dropped SSE after August 2025; Claude Desktop also runs local servers.
- Microsoft 365 Copilot is an add-on to a qualifying Microsoft 365 plan, and Copilot Studio is licensed by credit packs; Claude is priced per user or seat.

Where Microsoft Copilot is stronger
MCP inside governed agents
In Microsoft's model, users do not wire up servers one by one. A maker builds an agent, and the MCP tools come with it. Copilot Studio says each tool or resource a connected server publishes "is automatically available," and changes on the server are reflected "dynamically." The steps are to connect an existing server with the MCP onboarding wizard, add its tools and resources to the agent, and optionally publish the connector "to allow the connector to be used across tenants."
Native fit with Microsoft identity
Microsoft's guide for MCP plugins in declarative agents offers OAuth with static registration, OAuth with dynamic registration, Entra SSO or none. Entra is Microsoft's identity service, so companies already on it can reuse their sign-in setup. To test an agent, the developer's account must show Custom App Upload Enabled and Copilot Access Enabled, which an admin controls.
Tools reach users in Microsoft 365 apps
Declarative agents run in Microsoft 365 Copilot chat. Microsoft's walkthrough ends with the user selecting the agent at m365.cloud.microsoft/chat and signing in to the MCP server when prompted. Agents can also render MCP Apps widgets inline. For Microsoft-heavy staff, the tools appear where they already work.
Usage-based licensing for agents
Copilot Studio pricing is tenant-wide, with "capacity packs of 25,000 Copilot Credits each, priced at $200.00/pack/month," plus a pay-as-you-go meter. One agent can serve many people without a per-user Claude seat.
Where Claude is stronger
Self-service setup on every plan
Anthropic says custom connectors are "available on Claude, Cowork, and Claude Desktop for users on Free, Pro, Max, Team, and Enterprise plans." On Pro and Max, you go to Customize > Connectors, select Add custom connector, paste the server URL and choose how to sign in. No agent project, toolkit or tenant setting is needed.
Local servers on the desktop
Claude Desktop installs local MCP servers as one-click desktop extensions, according to Anthropic's local server guide. Copilot Studio's server connection docs say it "supports the Streamable transport type," so local stdio servers are out of scope there.
Broader MCP feature support
Copilot Studio says it "currently supports MCP tools and resources," not prompts. Anthropic's connector docs say Claude supports tools, prompts and resources, though not yet resource subscriptions or sampling. If your server relies on prompt templates, Claude uses more of it.
The same connectors in Claude Code
Claude Code's MCP docs say connectors added in claude.ai are "automatically available in Claude Code." Developers and business users share one list. Our Claude Code development team sets this up for clients.
Pricing
MCP has no separate fee in either product. Prices below come from Microsoft's Microsoft 365 Copilot enterprise page, its Copilot Business page and Claude's pricing page, checked 28 October 2026.
| Product | Price | Notes |
|---|---|---|
| Microsoft 365 Copilot Business (add-on) | From $18/user/month, paid yearly (listed as "originally" $21) | Needs a Microsoft 365 plan |
| Microsoft 365 Copilot (enterprise add-on) | $30/user/month paid yearly, or $31.50 paid monthly | "A separate license for a qualifying Microsoft 365 plan is required" |
| Copilot Studio | $200 per pack of 25,000 Copilot Credits per month, or pay-as-you-go | MCP needs generative orchestration, which the Teams plan lacks |
| Claude Free | $0 | One custom connector |
| Claude Pro | $17/month billed annually, $20 monthly | Custom connectors and Claude Code |
| Claude Team | $20/seat/month annual, $25 monthly (standard) | SSO, admin controls for connectors |
| Claude Enterprise | $20/seat/month annual, 20-seat minimum, plus API-rate usage | SCIM, audit logs, network-level access control |
Microsoft's Copilot Studio licensing page lists generative orchestration for the standalone subscription, not the Copilot Studio for Teams plan. A trial lets you build and test agents but "you can't publish the agent."
Security and admin controls
| Control | Microsoft | Claude |
|---|---|---|
| Responsibility statement | "You're responsible for the tools and resources you access" (Copilot Studio) | Custom connectors reach services that "have not been verified by Anthropic" |
| Who can connect servers | Agent makers; tenant admins control app upload and Copilot access | Pro and Max users; Owners on Team; custom roles on Enterprise |
| Shared credentials | API key provided by the agent's user, or per-user OAuth | Per-user OAuth, or one shared header credential on Team and Enterprise |
| Network | Not covered on the pages we checked | Calls come from Anthropic's cloud; allowlist its IPs |
| Enterprise extras | Admins control custom app upload and Copilot access per account | SSO (Team); SCIM, audit logs, IP allowlisting (Enterprise) |
Anthropic warns that a shared header credential on Team and Enterprise means "everyone who uses the connector reaches the service with that same credential." Microsoft puts the burden on the agent maker. In both cases, use least-privilege credentials, as our MCP security risks guide explains.
Which to choose
- Pick Microsoft Copilot if your staff work in Microsoft 365 and IT wants MCP tools delivered through approved agents.
- Pick Microsoft Copilot if you already use Entra ID and Power Platform, and want consumption billing for agents.
- Pick Claude if you want people to add a server themselves today, including on the Free or Pro plan.
- Pick Claude if you need local servers on the desktop or MCP prompts, not just tools.
- Use both if you build one remote MCP server. A spec-compliant Streamable HTTP server can serve a Copilot agent and Claude users.

Frequently asked questions
Does Microsoft 365 Copilot support MCP?
Yes, through declarative agents. Microsoft's docs show adding a remote MCP server as a plugin with the Microsoft 365 Agents Toolkit, then using the agent in Microsoft 365 Copilot chat.
Can Copilot Studio use local MCP servers?
Microsoft's docs say Copilot Studio supports the Streamable transport and no longer supports SSE after August 2025. A local stdio server would need to be exposed as a remote Streamable HTTP endpoint first.
Does Claude work with Microsoft 365?
Claude's pricing page lists "Claude for Microsoft 365" and "Claude for Microsoft Outlook" on paid plans. That is separate from MCP connectors, which you add by server URL.
Which is cheaper for a small team?
It depends on headcount and usage. Claude Team starts at $20 per seat per month billed annually. Microsoft 365 Copilot Business starts at $18 per user per month paid yearly, on top of a Microsoft 365 plan.
