Claude Code vs GitHub Copilot: which fits your website team?
Claude Code vs GitHub Copilot: which fits your website team?

GitHub Copilot is the better fit if your team lives in GitHub and wants AI help inside the editors it already uses, including unlimited code completions on paid plans and models from several vendors. Claude Code is the better fit if you want an agent that takes a whole task, such as a site-wide fix or a migration, works through it across files and commands, and runs on Claude models with usage included in a Claude plan. Both can now act as agents and open pull requests, so the overlap is bigger than it was a year ago.
Copilot even offers Claude models, and on its Pro+ and Max plans it can hand tasks, in preview, to "third-party coding agents like Claude by Anthropic." So the question is less "Claude or Copilot" and more which product you want to pay for, work in and manage.
Everything below is as of October 2026 and comes from GitHub's and Anthropic's own pages. GitHub changed how Copilot bills in 2026, so older comparisons that talk about "premium requests" are out of date for most users.
Key Takeaways
- Copilot's individual plans are Free, Pro ($10 per month), Pro+ ($39) and Max ($100). Business is $19 and Enterprise $39 per granted seat per month.
- Copilot now bills AI use in GitHub AI Credits worth $0.01 each. Code completions and next edit suggestions are not billed in credits and are unlimited on paid plans.
- Claude Code is included in Claude Pro ($20 per month billed monthly), Max, Team and Enterprise, within each plan's usage limits, and runs Claude models only.
- Copilot's model list includes Claude models from Haiku to Fable, along with OpenAI, Google and other models. Usage in credits varies by model.
- GitHub says it may use interactions from Copilot Free, Pro and Pro+ users to train its models unless they opt out. It does not train on Business or Enterprise data.
- Both tools can review pull requests and work from GitHub. A person should still approve every change before it reaches a live site.
What each tool is
GitHub Copilot calls itself "your AI accelerator for every workflow, from the editor to the enterprise." It works "in GitHub, your IDE, the CLI, project tools, chat apps, and custom MCP servers." It comes as extensions for VS Code, Visual Studio, Xcode, JetBrains IDEs, Neovim, Eclipse, Zed and others, plus a Copilot desktop app, Copilot CLI and agents on GitHub.com. GitHub says "All plans include Copilot CLI and Copilot app."
Claude Code is Anthropic's agentic coding tool. It "reads your codebase, edits files, runs commands, and integrates with your development tools," and runs in the terminal, VS Code and JetBrains, a desktop app and the browser. It works by task: you describe a job, it does the work, and you review what it changed. Our plain-English guide to what Claude Code is explains how that works.
That is the core difference in emphasis. Copilot centers on the editor and GitHub, from inline suggestions to agents. Claude Code centers on handing an agent a whole task.

Pricing in October 2026
GitHub Copilot
GitHub's Copilot plans page lists Free ($0), Pro ($10 per month), Pro+ ($39) and Max ($100). Each paid plan includes base credits plus a "flex allotment" of extra usage, so the total monthly value is $15 on Pro, $70 on Pro+ and $200 on Max. GitHub notes that "Flex allotments may change over time."
Credits are how you pay for AI work: "Chat, agent mode, code review, Copilot cloud agent, Copilot CLI, and Copilot Apps consume GitHub AI Credits." Each credit is $0.01, and usage beyond your allowance is charged at that rate if you set a budget. Code completions and next edit suggestions don't use credits. Credits used per interaction vary by model, and GitHub suggests switching to a lighter model to stretch your allowance.
For organizations, GitHub's plan documentation lists Business at $19 per granted seat per month with 1,900 credits per user, and Enterprise at $39 with 3,900 credits, pooled across the organization. Some Pro and Pro+ subscribers on existing annual plans remain on the older premium request billing.
Claude Code
Claude Code comes with Claude Pro ($20 per month billed monthly or $200 a year), Max ($100 or $200 per month), Team ($25 per member per month billed monthly, $20 annually, minimum two members) and Enterprise. Usage is included within five-hour and weekly limits shared with Claude chat. Our Claude Code pricing guide has the full breakdown.
What this means
Copilot has the lower entry price and the unlimited completions. Claude Code's price includes Claude chat as well. If your team mainly wants Claude models for heavy agent work, compare how far Copilot's credits go on the Claude models you'd use against a Claude plan's limits. Anthropic doesn't publish Claude limits as hours or messages, and Copilot's credit use per task varies by model, so a short trial on real work is the most reliable test.
Agents and GitHub integration
Copilot's agent mode runs in VS Code, Visual Studio, JetBrains, Eclipse and Xcode on every plan, including Free. On Pro and above you can "assign work to Copilot and it creates a pull request," and use the cloud agent to "research, plan, and write code — with or without a pull request." On Pro+ and Max, Copilot can also delegate tasks to third-party agents, including Claude by Anthropic and OpenAI Codex, in preview. Code stays in GitHub, which is Copilot's natural home. Copilot is not currently available for GitHub Enterprise Server.
Claude Code connects to GitHub through the Claude Code GitHub Action. Once set up, someone can mention @claude in an issue or pull request and Claude works on it inside your CI. Setup can start with the /install-github-app command. The action can authenticate with an Anthropic API key or a Claude subscription token. Code Review, Anthropic's automatic pull request review, is available on Team and Enterprise. Claude Code also works with GitLab through a beta integration that GitLab maintains.
For website QA, both can check pull requests before deploy. Our guide to Claude Code in GitHub Actions for website QA covers costs and guardrails. Whichever you use, set the rule that an AI review is an extra check, not the approval.
Where each one fits website work
GitHub Copilot suits you if:
- Your developers want suggestions as they type, in the editor they already use.
- Your code and workflow are already centered on GitHub, and you want AI features managed from the same account.
- You want a choice of models from several vendors.
- You need IP indemnity or SAML SSO and can use Business or Enterprise.
Claude Code suits you if:
- You want to hand off whole tasks, like updating structured data on every location page or building a redirect map, and review the result.
- Some of the people involved don't use a code editor. The Claude desktop app lets them review changes without a terminal.
- You want one project instruction file (CLAUDE.md) and permission rules that apply across every surface.
- You already pay for Claude and want chat and coding on one plan.
Some teams use both: Copilot for everyday completions in the editor, Claude Code for larger jobs. That is a reasonable setup as long as you know what each costs and who reviews what.
Privacy, data and admin controls
GitHub says it does not use Copilot Business or Enterprise data to train its models. For individual plans, its plans page says that "Starting on April 24, GitHub may also use interactions from users with a Copilot Free, Copilot Pro, and Copilot Pro+ subscription - including inputs, outputs, code snippets, and associated context - to train and improve our AI models unless they have opted out." User management, usage metrics, IP indemnity and SAML SSO are on Business and Enterprise only.
Anthropic says that under its commercial terms (Team, Enterprise and the API) it does not train on code or prompts sent to Claude Code unless the customer opts in. On Free, Pro and Max, training happens only when the setting is on, and you can turn it off. Team adds SSO and settings an admin can enforce; Enterprise adds SCIM and the Compliance API.
If you handle client or regulated data, read both vendors' current terms with your own advisers; this is not legal advice. Our guide to using Claude Code safely on a live website covers permissions and secrets.
How to decide
- List the jobs you want help with. Typing faster in an editor points to Copilot; handing off multi-file tasks points to Claude Code.
- List who will use it. Developers only, or marketers and owners too?
- Check your existing accounts. If you already pay for GitHub or Claude business plans, start there.
- Trial one real task on a branch, on a copy of the site, and compare the diff, the time spent reviewing and the cost.
- Write rules before rollout: what the agent may change, who reviews, who deploys.

Conclusion
GitHub Copilot is a strong choice for developers who want AI inside their editor and GitHub, with a low entry price and models from many vendors. Claude Code is a strong choice for handing off whole website tasks to a Claude-powered agent, with surfaces for people who don't code. Some teams will reasonably use both. Whatever you choose, work in git, test on a copy and have a person approve what ships. Frequently asked questions
Does GitHub Copilot use Claude?
Yes. As of October 2026, Copilot's plans page lists Claude models including Haiku, Sonnet, Opus and Fable versions alongside models from OpenAI, Google and others. GitHub notes that "model options may vary by feature," and the credits each request uses vary by model.
What are GitHub AI Credits?
They are how Copilot bills AI use in 2026. Each credit is worth $0.01, every plan includes a monthly allowance, and chat, agent mode, code review, the cloud agent and Copilot CLI draw from it. Code completions and next edit suggestions don't use credits on paid plans.
Is Copilot cheaper than Claude Code?
Copilot Pro starts at $10 per month against $20 for Claude Pro billed monthly, and Copilot Business is $19 per seat against $25 for a Claude Team Standard seat billed monthly ($20 billed annually). What you can get done for that money depends on your usage and the models you choose, so compare on a real task.
Can I use Claude Code and Copilot together?
Yes. They are separate products, so you can use Copilot completions in your editor and Claude Code for larger tasks. Copilot Pro+ and Max can also delegate tasks to Claude by Anthropic as a third-party agent, in preview. Keep track of both bills.
