Claude Code vs OpenAI Codex: how they compare for website work
Claude Code vs OpenAI Codex: how they compare for website work

Claude Code and OpenAI Codex are close rivals. Both are coding agents that read a project, edit files, run commands and hand back changes for review, and both run in a terminal, in code editors, in a desktop app and in the cloud. The biggest differences are the models (Claude Code runs Anthropic's Claude models; Codex runs OpenAI's GPT models) and the subscription each comes with. If your business already pays for ChatGPT, you may already have Codex. If you pay for Claude, you may already have Claude Code.
So for most small teams the honest answer is: try the one included in the plan you already have, on a real task, before paying for a second subscription. If you are choosing from scratch, compare the two on your own website work, because which model handles your code and content better is something only a trial will tell you.
This comparison uses each vendor's own pages as of October 2026. OpenAI's Codex documentation now lives at learn.chatgpt.com, and both products change often, so check current details before you buy.
Key Takeaways
- OpenAI says Codex is "included in your ChatGPT Free, Go, Plus, Pro, Business, Edu, or Enterprise plan." Claude Code requires a paid Claude plan (Pro, Max, Team or Enterprise) or a Console API account.
- On ChatGPT Free and Go ($8 per month), Codex access is listed as a GPT-6 Luna model in the desktop app. Plus ($20 per month) adds Codex on the web, CLI, IDE extension and iOS.
- Claude Pro is $20 per month billed monthly; ChatGPT Plus is $20 per month. Business tiers are similar too: $25 per member billed monthly on both Claude Team and ChatGPT Business, $20 billed annually.
- Both publish usage only as estimates or multipliers, so you can't compare exact limits on paper.
- Both offer sandboxing and permission controls, worktrees, subagents, pull request review and Slack integration, with differences in plan coverage.
- Neither removes the need for a person to review changes before they reach a live business website.
What each tool is
Claude Code is Anthropic's agentic coding tool. It "reads your codebase, edits files, runs commands, and integrates with your development tools," and is available "in your terminal, IDE, desktop app, and browser." It runs Claude models: Fable, Opus, Sonnet and Haiku. Our plain-English guide to what Claude Code is covers the basics.
OpenAI Codex is OpenAI's coding agent. Its documentation describes building "with the Codex CLI, IDE extension, and cloud automation." The Codex CLI lets you "inspect code, make changes, run commands, and automate repeatable work without leaving your terminal." The IDE extension works in VS Code, Cursor and Windsurf, with separate integrations for Xcode and JetBrains. Codex Cloud runs tasks remotely, and "each task has its own workspace and can keep working while your computer is asleep." Codex also lives in the ChatGPT desktop app.
The two are built on the same idea: an agent that works through a task in steps, asks for permission where you require it, and shows you what it changed.

Pricing and plans in October 2026
OpenAI Codex
OpenAI's Codex pricing page says "ChatGPT Work and Codex are included in your ChatGPT Free, Go, Plus, Pro, Business, Edu, or Enterprise plan," and that "ChatGPT Work and Codex share usage." Free is $0 and Go is $8 per month; both list "GPT-6 Luna at Standard speed in the desktop app, subject to rollout." Plus is $20 per month and adds "Codex on the web, in the CLI, in the IDE extension, and on iOS" plus cloud integrations like automatic code review and Slack. Pro starts at $100, with "Plans at $100, $200, or $500 USD per month." Business is $20 per user per month billed annually, or $25 billed monthly, for two or more users. Enterprise and Edu are priced through sales.
OpenAI gives usage as estimates of local messages per five hours on Plus and Standard Business, which vary by model: for example 15 to 160 for GPT-6.1 Sol and 350 to 3,000 for GPT-6 Luna. It says "these estimates are not fixed message limits," that "Pro plans currently have no five-hour limit," and that weekly limits may also apply. Plus and Pro users can buy extra credits.
A dated note: OpenAI says GPT-5.5 retires from Codex for ChatGPT sign-in on October 14, 2026, with GPT-6.1 Sol or GPT-6 Luna as replacements depending on plan. If you have scripts or settings that name GPT-5.5, update them.
Claude Code
Claude Code is included with Claude Pro ($20 per month billed monthly, or $200 a year), Max ($100 or $200 per month), Team and Enterprise. Usage limits reset every five hours and weekly and are shared with Claude chat. Anthropic publishes them as multipliers (Max is 5x or 20x Pro), not message counts. See our Claude Code pricing guide for every plan and hypothetical budgets.
What this means
At the $20 level the two cost the same. Codex reaches further down, to Free and Go, though those plans list only GPT-6 Luna in the desktop app, subject to rollout. Claude Code has no free tier. At the top end, Claude Max tops out at $200 per month and ChatGPT Pro goes to $500.
Agent features compared
On paper the feature lists overlap heavily. OpenAI's plan table lists "Sandboxing and permission controls," "Worktrees and built-in Git tools," "Subagents and custom agents," GitHub issue and pull request delegation with @codex, automatic PR reviews, and Slack and Linear integrations. The cloud features are not available when you use Codex with an API key.
Claude Code has close equivalents: permission modes and an operating-system sandbox for shell commands on macOS, Linux and WSL2; git worktrees; subagents; a GitHub Action you trigger with @claude; Code Review on Team and Enterprise; and Slack (Claude Code in Slack on Pro and Max, Claude Tag on Team and Enterprise). It also has CLAUDE.md, a project instruction file loaded at the start of every session, plus hooks, plugins and skills. Codex documents its own equivalents: AGENTS.md for project instructions, hooks, skills and plugins.
For scripted or CI use, both have a non-interactive mode. Codex uses codex exec; Claude Code uses claude -p. Our guide to Claude Code in GitHub Actions shows how that applies to website QA.
Feature names don't tell you how well each agent handles your site. That depends on the models, your project and how clearly you describe the job. Test both on the same task if you can.
Where each one fits website work
Codex suits you if:
- Your business already uses ChatGPT Business or Enterprise, so Codex is already available to your team.
- You prefer OpenAI's models, or your developers already work with them.
- You want a free or very low-cost way to try light coding tasks, accepting the Free and Go limits.
- You want cloud tasks started from ChatGPT on the web, mobile or desktop.
Claude Code suits you if:
- Your business already uses Claude Team or Enterprise.
- You prefer Claude models, or you want access to Anthropic's Fable models (included up to a share of weekly limits on Max).
- You want to bill usage to a Google Cloud or Microsoft Foundry account. (Both tools document Amazon Bedrock.)
Both work on the same kinds of website jobs: theme and template changes, site-wide markup fixes, redirect maps, structured data, content migrations and internal tools. Our list of 25 practical jobs Claude Code can do on a business website applies to most coding agents, with a review step for each.
Data, privacy and admin controls
For business plans, the two make similar promises. OpenAI says ChatGPT Business has "No training on your business data by default," and lists "No training on API or business data by default" for Business, Enterprise and Edu, and API keys. Enterprise adds data retention and data residency controls.
Anthropic says that under its commercial terms (Team, Enterprise and the API) it does not train on code or prompts sent to Claude Code unless the customer opts in. On Free, Pro and Max, training depends on a setting you can turn off. Standard commercial retention is 30 days, and zero data retention is available to qualified Enterprise accounts by arrangement.
OpenAI's plan table marks its no-training row as not available on Plus and Pro, and it doesn't cover Free or Go, so check OpenAI's data controls in your ChatGPT settings before using a personal plan on client code. This is a summary, not legal advice; for regulated data, involve your own advisers. Our guide to using Claude Code safely on a live website covers secrets, permissions and staging.
Using both
Some businesses do. A team might use ChatGPT for general work and Codex for quick fixes, and Claude Code for larger site-wide jobs, or the other way round. The risk is not the tools but the process: two agents changing the same files without coordination. Keep one source of truth in git, one person responsible for each change, and check the git history for changes you didn't make before any deploy. When we rebuilt eseospace.com, one session regenerated pages another session had just edited and the edits disappeared; checking git history before each deploy is the habit that prevents it. Our article on common Claude Code mistakes on websites has more.
If you are building AI features into your own software rather than choosing a coding tool, that's a different decision; see how we integrate ChatGPT and Claude into custom business software.
How to decide
- Check what you already pay for. ChatGPT Business points to Codex; Claude Team points to Claude Code.
- Pick one real task, such as fixing a template used on many pages, and run it on a copy of the site in git.
- Compare the diffs, how much correcting each needed, and how much of your allowance each used.
- Check the admin side: SSO, data terms, who can install and approve.
- Standardize on one for shared site work, so rules and reviews stay consistent.
Conclusion
Claude Code and OpenAI Codex are comparable agents at comparable prices, and the better one for you is often the one bundled with the AI plan your business already uses. Codex is included even in ChatGPT's free and low-cost plans, with limits; Claude Code needs a paid Claude plan and runs Claude models, including Fable. Test both on your own site if you're starting fresh, and keep a person reviewing every change. Frequently asked questions
Is OpenAI Codex free?
OpenAI's Codex pricing page lists Codex as included in ChatGPT Free, with "GPT-6 Luna at Standard speed in the desktop app, subject to rollout." Codex on the web, in the CLI and in the IDE extension is listed from Plus ($20 per month). Claude Code has no free plan.
Can Codex use Claude models?
OpenAI's Codex documentation doesn't list Claude models. It covers OpenAI models and lets you connect a compatible custom provider or gateway. Claude Code, in turn, runs Claude models only.
Which is cheaper for a small business team?
As of October 2026 the list prices are close: Claude Team and ChatGPT Business both cost $25 per member per month billed monthly, or $20 billed annually, with a two-person minimum. What you get for that depends on usage limits neither vendor states as fixed numbers, so compare on a real task.
Can I use Codex and Claude Code on the same repository?
Yes, both work on ordinary git repositories. Coordinate who works on what, use branches, and check the git log for changes you didn't make before deploying, so one agent doesn't overwrite another's work.
